Yours look like mine, I think they’re called partially hooded eyes. There are youtube tutorials to help you figure out how to work with them. I don’t like Wayne goss, but his tutorial on hooded eyeshadow placement helped me a lot and I still follow those tips. (It seems like someone already linked you that video, so I’m seconding that suggestion lol) As for winged eyeliner, you have to do a different kind of wing. You can also achieve a wing using eyeshadow. https://www.google.com/amp/s/www.allure.com/story/winged-eyeliner-hooded-eyes-trick-katie-jane-hughes/amp
Just so you know, you have pretty eyes, and just because they’re more complicated to work with than some other eye shapes doesn’t mean that they’re inferior in any way.
This bomb makeup artist Katie Jane Hughes has many great tips for hooded eyes. @katiejanehugheswastaken on tiktok and in this one vid from december 2020 she teaches how to do a winged liner for hooded eyes. Have been doing my makeup for 10+ yrs and thanks to her my face has never looked so prety. š
I have resources for you! Here is a tutorial for hooded eye makeup in a classic style, inspired by Eva Gardner:

A hooded eye technique by Wayne Goss:

And, also from Wayne Goss, a tutorial about how to apply eyeshadow for your eye shape, no matter what it is:
