Does anyone know what lip product she is using here or how to achieve a look like this? 

I’m by no means a pro, but maybe it could be achieved with a lip stain and gloss?

There are tutorials on how to achieve the “just ate a popsical “ look. It’s a variation of an ombré lip. Dab a red lipstick only in the center of your pout , blending outward . Take a two ply tissue and peel apart then blot the lipstick and apply a transparent powder overtop to matte it out . Looks like she applied a clear gloss afterwards but that would likely make the look last less longer , but looks good for photo sake.
