It looks like the drawn eyebrow is just a little too light, I would try getting a darker shade

Maybe just clean up the small stray hairs around the tail to make them slightly sharper? And a shade 1 tone darker
If you’re going for powders, I’d keep the same shade, but find a more pigmented product. It feels like what you’re using has bad pigmentation, or you didn’t apply a base underneath(the base can be anything, try using a moisturizer)
Other than that, brow gels and pomades have a drying effect, so when you apply them they turn matte and are usually very well visible from any point of view because they don’t reflect any light! GL
I use always had the same problem!! I would try using a pencil/pomade and than using a powder at the end after so it looks a bit darker. However my brows got really dark by using that technique and i’m blond. What works best for me is the urban decay brow blade, it’s my holy grail. I use the pencil to fill in and on the end en beginning the ink stain to draw hairs. Hope this helps!!
I fill in my eyebrows kinda patchy, but I use a spoolie brush to brush through the eyebrows and blend the color into the hair. It looks more natural when you’re done.
