I am looking for a good liquid eyeliner that can draw a clean cat eyeliner. looking to be available online, shipping to UK. the best would be if it is not too runny or that it does not dry quickly because I have very Germanic eyelids (that is to say it is a little hooded), so it does not stick or leaves no traces. I’m not an eyeliner expert and have had sticky eyeliner before, so I’m ready to explore some new options. thanks for all the recommendations!
