Maybe that’s not the foundation for you?? You could moisturize like you normally would and then before makeup put on a shine control primer only on the spots you feel get oily.
Since you’re dry (so am I) maybe you should be hydrating instead of or with moisturizer. And try to find a water based moisturizer. Bliss makes one. As the other reply said, maybe that’s not the foundation for you. An essence will help with your dryness as well.
I would recommend a silicon based liquid foundation and a mattifying translucent powder on top. Using setting spray will also help a little bit. I also have dry skin that tends to get oily throughout the day, when I use L’Oreal Infallible foundation it’s not too bad. A powder and setting spray did really help me.
