Sounds like they are a little cold. Gently (and I do mean gently!) warm up the product. You can keep next to your skin for like 15 minutes or wrap it in a heating pad on low for like 5 minutes. Don’t let it melt – just loosen it up.
If it’s warm, might be because the bottom is too soft for the mechanics to grip? I have that happen to lip balms sometimes where the bottom of the stick gets completely smooshed by the mechanism and it can’t grip anymore. I wonder if melting and re-pouring would work…
If you bought them at Sephora take them back and exchange them ! I Havnt done this recently but Iv had issues like this before and just returned them/got new ones.

If they are cold, run the base under warm water,
if they are too hot -pop them in the fridge or freezer.
If they are new, just keep trying to roll, sometimes the new ones take a few tries almost like a pump would.
Roll them out like when you apply the product nothing comes off or you can’t twist them up?

sounds weird, but it’s the same concept as warming your eyelash curler. stick it between your boobs to warm it!
Are they the minis? I have only had problems with the minis not rolling up.
You could scoop them out, melt them and put them in a container
You could also try using your brushes and continue to dip in and as it gets lower. Probably more sanitary too than applying directly to the face.
Update: Putting them on the fridge worked for at least one for now (the blush one). Let’s see how the other will work out.
Just commenting to say mine did the same thing and I just broke it lol -.-
