I never learned makeup, now I’m 26 and ready! What colors would suit my lips and my eyes? Should I avoid the liner because of hooded eyes? All tips are welcome. :)

You actually have a lot of visible lid space, so definitely feel free to experiment with eyeliner! You just need to keep the line thin enough to not dominate.

Your skin and hair definitely lean warm-toned to me, so those kinds of colors would suit you well! Your eyes are a pretty greenish color so pinks/reds/purple (being the contrasting colors) would make them especially pop, maybe as eyeliner.
