Looks like “hard pan” from face oils or moisture. You can remove it with tape or by gently scraping the eyeshadows.
I don’t see mold, just texture within the powder.

gently scrape the top off until you get fresh looking product.
in the future, make sure you are frequently cleaning your brushes to prevent oil transfer.

Seems hard pan to me. Try to remove locally the surface of the pans (where there are those clumps) with a tape/scotch
