Emme Cosmetics, Aether Beauty, Alima Pure, Root Pretty, KVD Beauty, Kjaer Weis, and of course MAC has a large selection of refill pans for eyeshadows, blush, highlighters, etc.
Pacifica is known for making sustainable packaging! I believe Aether beauty as well
I’m planning to try Besame’s cake mascara. It’s refillable and the product doesn’t expire for years. I’m sick of wasting plastic on mascara that dries out before I can even use it all.
ETA: I’m a huge fan of bar shampoo. I use Lush but i know there are cheaper options out there as well.
