You can set it with black eyeshadow it still may smudge a little bit but it’ll last at least 2 to 3 hours longer
I saw this on YouTube a while ago. Some of the Youtubers recommend setting liquid eyeliner with powder.

You could try more waterproof eyeliners and mascaras like Heroine Make Waterproof series. Those mf STAY PUT. Almost too well if you bought buy the mascara remover as well to get it off! But it doesn’t smudge unless you sleep in it after a full day’s wear in my experience.
For your waterline, try Urban Decay primer pencil in Ozone immediately under the lashline. Then do your liner and mascara. It stops any ‘bleeding’ of product so your liner won’t end up under your eyes. I use it everyday and really recommend it. Apparently you can use it for lips too but I haven’t tried that.
