I’ve started to have this issue recently! I have been putting on eye primer (I love the nyx one) and that’s the only thing that’s worked
In my late teens and early 20s I had this issue. It was essential for me to use a good eyeshadow primer, or else there was no point of even wearing eyeshadow, as it would be gone in an hour or two. I used Urban Decay primer potion, although that was ten years ago, back when if was rare to find drugstores that carried eyeshadow primers.
I noticed that using a setting spray after I did my make up really helped, as well. Again, I used UD (all nighter), as it was before setting sprays were widely available in drug stores.
You can first try using your concealer or foundation in a thin layer on the eyelid and setting it with powder before applying eyeshadow. If that’s not enough, you’ll need an eyeshadow primer. Milani makes a good one that’s budget friendly. You can also set the eye primer with powder.
