You have to spray it with setting spray or drench your spoolie to emulsify the product .
Edit* I have the clear one. It’s not a fabulous product even when you do it as suggested , it’s meh. Regardless , If you don’t have a setting spray water will work.

It’s dry to the touch- not even waxy. Has anyone used this before and know how to fix it?
