My suggestion would be to make sure you’ve exfoliate well. And make sure you are not using a silicone based primer with a water based foundation and vice versa. Also, it could be that the matte foundation simply doesn’t work for your skin. Try a much lighter glow foundation.

Are you probably moisturizing/ using a primer? Either will help the hold of the product.

What products are you using underneath your foundation? Are you using foundation primer?
More info:
Top I used NARS natural radiant longwear foundation
Bottom I used it cosmetics cc+
Same brushes, no powder.
The top feels flaky, super textured, won’t even ‘set’ in some areas (I can see the skin below) and if I pack on top it looks cacky as f.
Bottom has the same issue with not setting in some parts of the skin, but much less pronounced, but at least it looks more smooth and pretty.
What could be the issue?
Both have silicones and might be reacting to your skin care underneath? Or maybe trying using a damp beauty blender
Could be not having enough moisture, that was my problem for a long time. Or wrong foundation for your skin type
