This is highly edited. Any matte lip product blended with a brush, finger, or qtip will give a blurred lip look.
I can get this look using the NYX Soft Matte Lip Cream ($6). They are kinda velvety? and I just blot it onto my lips with my finger.
I don’t know anything below $10 but mac powder kiss does a good job, I think cp one someone else recommended does do the job too. But just keep in mind this pic is edited so you may not achieve the exact same look
I think nearly any lipstick would do. It is more about how you apply it.
Colourpop’s ultra blotted lip products give a similar effect, it’s one of my favourite lip formula
Colourpop VELVET BLUR is better formula than their ultra blotted lip (which is super drying for me) and like a drug store version of MAC powder kiss bullets.

I do this with any longwear matte. Make dots around the inside of your lips then quickly use a fingertip to dab it out.
I think an important step to this (maybe even more important than the kind of lip color) is covering your lips when you do your foundation. Also I would rec applying with your finger for fuller coverage, or from the inside of your lips outwards and rubbing your lips together if you’re going for something like the picture on the left.

I use the NYX Powder Puff lip product! it looks really similar to the one in the picture and it’s priced around $8 at most places. I really like their color range and it gives that cute light wash of color!!

You’ll need a nude matte lip color/concealer shade or foundation on the lips after which you apply a deeper matte shade to the center and press lips together for that blotted/blurred look.
Korean YTer Minsco is a master at this and many matte KBeauty lipsticks can give you that specific warm red color (look for chili/brick warm reds).
YT swatch videos are your best shade guide bc SK Kbeauty brand promo photos are notoriously inaccurate. Always check for a swatch video first.
I’ve purchased numerous Kbeauty lipsticks online w no problem once I find the shade/brand. (Jolse, RoseRoseShop on eBay are good, reasonably priced). I actually have that Saemmul blur lip crayon in the photo. IRL it’s a brighter coral/rose, like Nars DV lip pencil. Not as muted as it looks there, which was what I had wanted. Nice formula though.
You can get this general blur look by just applying a deeper lip color to the center of your lips and pressing them together(don’t rub, press), then blur the edges outward to the lip line w finger/brush/qtip.
To get the finished look in that photo, though, you’ll need to use a lip concealer/foundation/pale nude matte lipstick as a base and then blend the center deep gradient color out.

Look for velvet finishes! Lots of Korean velvet lip tints result in this effect (peripera, I’m meme, wakemake). My wakemake whipping toc lip tint looks exactly like this (I got it on sale for $2). Don’t get a watery tint like benetint because it won’t give you that blurring effect. Colourpop lux blur lipstick and lux velvet liquid lipstick (not ultra matte or blotted!) formulas should work too, I believe.
I was able to get a look similar to this with Etude House’s Dear Darling Tint. Around $6 on Amazon
I like lip stain for this. Benetint is my favorite and even a mini lasts a long time.
The lime crime plushies liquid lipstick gives the most lovely blotted look! The velvetines are similar but a more pigmented version, also very nice!
I use Romand zero velvet tints to achieve the same effect, but really any bullet lipstick will do the same thing if you apply it only on the inner bits of your lip and blend it outwards.
