That can happen when it is exposed to moisture or oils (such as from your brush or fingers, or storing in a humid area like bathroom). Lightly scrape off the top layer and it will be like new!
This happens to mine too, anything pressed. I suspect it’s residue from my foundation when I dip in multiple times, the oils or foundation itself building up. I just lightly scrape it off

This is the Nyx sweet cheeks glow blush and I’ve noticed this layer which makes the blush more difficult to pick up and looks matte than shimmery (when it was new, this blush was quite noticeably glittery/very shimmery). Had this for a few months and usually use a fluffy angled brush but noticed it hardly picks up any product anymore and has barely any pigmentation. It was very pigmented and creamy when new.

Hard to tell from the pic but sometimes oil or product or something wet can create a matte or smooth layer on shadows
It became sealed. You can just scrape that layer off and it’ll be fine. But it’s more than likely going to happen again
