They could be products that don’t work well together, sometimes that causes “cakeiness”. Also, try a moisturizer/primer underneath. I’ve found that makes a woooorld of difference!
Try the ELF sheet blurring under eye primer. It comes in a compact. I use it all around my eye and it makes my concealer seriously look flawless. It’s like $5 too

I exfoliate before makeup. Sometimes skin is just a little drier

I usually don’t powder my under eyes. I have dry skin and powder just accentuates the dryness and makes me look older.
