Edit since so many likes to explain why I said these😂:
Bite sized palettes have four shadows each and are super cheap and you can get several to customize the colors your more likely to use. It’s a great formula and really easy to use
The milani setting sprays work as well as my UD and Tarte setting sprays for a whole heck of a lot cheaper
Essence Lash princess is the best mascara out there. Also the butter bronze is now so expensive that I never ever tried it. 25cad for a bronzer is bs. I recommend the milanni baked bronzer one
L’Oréal waterproof(!!) telescopic mascara is the only mascara that makes my short ass lashes look bomb and stay curled all day! Waterproof version works best!
Not that this is super important, but if it’s their first time shopping and cost is an issue, CVS tends to have deals if you buy 2 or $15+ of the same brand. So maybe add a L’Oréal mascara? This is only if your friend is reticent you get started and cost could be an issue.
You’re so kind for creating this for your friend! They will definitely enjoy it 🙂
I much prefer the ELF Camo concealers (I think they’re like $5) or the Makeup Revolution ones. NYX makes some pretty good concealers too, I use the one from their HD collection. Catrice makes the Liquid Camouflage concealer but the color selection isn’t great (it’s ok if you’re light/a bit tan skinned).
Oooh! I like this discussion – I will definitely be checking out the DS recs for setting spray already mentioned. I would like to offer 3 suggestions:
* Covergirl LastBlast Volume (the orange tube) – I recently repurchased this and accidently grabbed the Black/Brown and you know I think I prefer this one for a more natural yet polished put together look. It delivers a good mix of volume AND enhances length and no clumps. It’s been my go to this summer and if your friend is just “starting” out, they may prefer something easy and more natural.
* Elf Mad for Matte Summer Breeze eye palette (have it and LOVE it) or the Rose Gold in Nude Rose Gold (eyeing this one hard). These would provide a good selection of colors that would be a great “wardrobe” basic. I like these palettes because it has 10 colors in minimal, compact packaging (I dislike big unwieldy palettes). I think the matte one is a better all-around workhorse BUT I do LOVE shimmer.
* Elf Brow Wow – for the price point and tics ALL THE BOXES, I’m going to have a hard time repurchasing Glossier Boy Brown (for various reasons). I love the Elf because it has fibers in it (which some might not like) and really does deposit color and volume but does not leave brows hard and crunchy feeling.
Anyway – fun discussions and I am putting the Milani bushes on my “Check it Out” list
Makeup Revolution has a great dewy setting spray- and the bottle is pretty big as far as setting spray go! I would recommend Milani palettes, or even Wet’n Wild, although WnW is easier to blend and work with.
Eyeshadows from elf, especially the shimmer ones are great as well as makeup revolution. Also, not an eyeshadow but tbh my favorite cheap eyeliner is from Dollar Tree 😳
Eyeliner- essence liquid ink! (Seriously cannot sing her praises enough)
Eyeshadow palette- Milani most loved mattes (SO smooth and easy to understand palette layout)
Brows- elf brow kit (although I’m not entirely sure cause I have pretty good brows naturally and this is the most basic kit)
Mascara- loreal lash paradise (such a cute pink and performs even better than tarte mascaras)
Wet n wild, colourpop and bh cosmetics for eyeshadows
If they have oily skin the loreal infallible spray is great! If she has dry skin elf setting spray with vitamin E or elf post workout spray is amazing! It reminds me and preforms similarly to Mac fix+
For eyeshadow I’ve heard that the elf bite sized shadow palettes are great (can’t vouch for that myself since these aren’t available in my county) and as for setting spray my favorite one was the nyx dewy setting spray
I really like the MORPHE setting spray and colourpop eyeshadows are really nice. I know those aren’t technically drugstore brands but they’re pretty cheap so hopefully it’ll slide?
I know you didn’t ask about lip liner but I just tried the gel lip liners from wet and wild and they’re amazing.
Also the JOAH Tintation lip tint is a really underrated product. I wish more people would try it. Feels and looks heavenly on the lips and you can build the opacity. It’s perfect for beginners.
I want to try the PF bronzer. Which one should I get? Is it the murumuru one? I’m usually an NC20, and wears maybelline fitme in 120. I also picked up the infallible foundation in shade 420, not sure if that’s a comparable shade.
i like the morphe setting spray, i got it for like $15 i think? also the trial size of urban decays all nighter. neither are exactly drugstore, but both are fairly priced and i like them
I’ve never tried any of the things on that list, but I do plan on trying most of them in the future. I’ve heard great things about everything on that list tho.
Elf bite sized palettes and milani setting sprays
Edit since so many likes to explain why I said these😂:

Wet n wild has the best eyeshadow primer btw
Maybelline mascaras – my favs are lash sensational or fullnsoft
The wet n wild mega last breakup proof liquid liner! Well priced and super long lasting!
Elf has great matte and hydrating setting sprays, depending on what your friend would prefer.
Essence Lash princess is the best mascara out there. Also the butter bronze is now so expensive that I never ever tried it. 25cad for a bronzer is bs. I recommend the milanni baked bronzer one
I’d say Colourpop for eyeshadows. Their formula is on par with high end
L’Oréal waterproof(!!) telescopic mascara is the only mascara that makes my short ass lashes look bomb and stay curled all day! Waterproof version works best!
Profusion eyeshadows are so good and real cheap at Walmart. Also I like the elf dewy glow setting spray.
I love NYX for setting sprays and eyeshadows

Milani or pixy for the spray and really colourpop or Juvia‘s place ore the only ones worth a damn
Colourpop for eyeshadows! I’ve also heard good things about their setting spray.
wet n wild 10 pan palettes are dope
I would say add mascara and brow gel to the list, sometimes all of these things with no mascara can look a little odd imo

I second Milani’s make it last spray. I prefer the matte but the regular is also good. Only thing that’s made a difference w/wear time for me.
Edit: typo

Essence makes great eyeshadow palettes based on different cities. I have the Aussie one (G’day mate) and the quality of the shadows is pretty nice.
Nyx or elf for the spray, and Profusion for the eyeshadows
Milani has the best eyeshadow palettes imho. My go tos are Most Loved Mattes and the new guilded Luster Light one.
If your friend doesn’t like the smell of Coty airspun, Wet n Wild translucent loose powder is just as good if not better, and no scent.
I really like the Morphe setting spray cuz it’s a continuous mist. You can also get little mini bottles of MAC fix-it for $15 or so at Ulta.
Essence lash princess!!! And wet n wild liquid liner the one shaped like a triangle 🙂
Setting Spray: Either Milani’s Make It Last line of setting sprays or the ELF Makeup Mist and Set spray!
Eyeshadows: I would go with ELF bite sized eyeshadows or Wet n Wild 10 pan palettes, both are good quality and great price!
Nyx setting spray all day everyday baby
Eyeliner- essence liquid ink! (Seriously cannot sing her praises enough)
Eyeshadow palette- Milani most loved mattes (SO smooth and easy to understand palette layout)
Brows- elf brow kit (although I’m not entirely sure cause I have pretty good brows naturally and this is the most basic kit)
Mascara- loreal lash paradise (such a cute pink and performs even better than tarte mascaras)
The Essence eyeshadow base is bomb dot com. Cheap and slightly tacky and does its job!
Wet n wild, colourpop and bh cosmetics for eyeshadows
If they have oily skin the loreal infallible spray is great! If she has dry skin elf setting spray with vitamin E or elf post workout spray is amazing! It reminds me and preforms similarly to Mac fix+
i love the milani eyeshadow primer and the loreal infallible setting spray!
Elf and LA Girl both have fantastic eyeshadow!
The essence clear gloss is absolutely unbeatable!! I wouldn’t recommend the other colors though, as they are very glittery.
Is the essence camouflage concealer good for dry but acne probe skin?
Only OGs remember when there were 2 butter bronzer shades and neither fit 50% of people.
Dollar General Believe Beauty has decent shadow palettes, very nice cream shadow, setting spray, and nothing is over $5!
I wish the butter beonzer wasn’t so heavily scented!
L.A Girl Pro Coneal high definition concealer is a good for starting out. It’s used by many.
I love the Maybelline Lasting Fix setting spray! It’s comparable to Urban Decay’s sprays, in my opinion, and only a fraction of the price.
Morphe makes a mini of their setting spray.
Elf illuminating setting spray 👌👌 and Kiko Milano do very good eyeshadows that are affordable I love them
Colourpop eyeshadows are the best and super affordable.
-the wet n wild matte setting spray (black bottle)
-Beauty Glazed is a good eyeshadow brand available on Amazon
-Nyx eyeshadow palettes
