blues and greens are notorious for not having great color pay off. you might want to try the NYX milk eyeshadow base it really helps with bold colors. i always spend time on my eyebrows before i do my eyeshadow. it sounds silly but i feel like if my eyebrows aren’t filled it it makes my eyeshadow looks low quality.
your blending and placement are good I would just use a much darker shade right by the lash line. i would take some of that teal shade below your eye as well. also don’t underestimate how much mascara or lashes can really pull an eyeshadow look together

Aside from that, did you use a eyeshadow base ? It makes a world of difference when it comes to impact, blendability and overall colour.
