My routine:
1. Cleanse
2. Moisturize
3. Serum
4. Sunscreen – Clinique Pep Start spf 50
5. Elf camo CC cream
6. Elf hydrating camo concealer (on under eyes only)
7. Maybelline fit me loose finishing powder in medium
My skin looks hydrated after applying sunscreen and as soon as I apply the cc cream it looks dry and cakey… I exfoliate 2x/week too.
Do you use a chemical exfoliator? Also, a dewy setting spray helps do wonders for me. My favorite is this one, it’s like $8 at Ulta. But I think adding a setting spray could help add some hydration back in.
Look for light, dewy, skin like base products. The CC is too heavy/drying for your texture. I love MAC Face and Body and Bare Minerals Complexion Rescue.
What is your skin type? It’s always important to use some scare before applying make up.
It just looks a little dry. If you’re using matte foundation make sure you hydrate your skin before hand.
I use to have those very same patches. Although I never see the brand mentioned I use Vanicream cleanser to wash my face and the lotion to moisturize. I no longer use toner bc they all seem to drying. I use Micellar water. I also sometimes use Goldbonds for eczema even though that’s not what it is but these 2 things are the only things I found the get rid of the dry, flaky cheeks. Also I stay away from products with alcohol
Because you’re human and have texted skin, it’s natural. I’ve found steaming my face helpful with getting rid of stubborn spots like you highlighted

Try a different primer maybe

Maybe it’s the cc cream? Have you tried different type or foundation? Does this happen with different brands?
