Mmmm… You can get Lil Ray of Sunshine or Big Poppy by Colourpop. Beauty Bay also has a couple of neutral palette and if I’m not mistaken, you can find all mattes. Violet Voss has Matte Vibes (never tried their formula, tho). Tartelette is also all matte, i think.
Makeup by Mario has one. I don’t have it so I can’t speak to its quality personally, but I’ve heard people like it.
