I also have oily lids and the way my eyelids are shaped, the outer corner of my lower eyelid gets lots of smudges. When I do wear eyeliner, which is very rarely these days, I use the original Urban Decay primer potion. I use a very small amount on my upper eyelid and lower eyelids, both close to the lash line. Then I set it with a very mattifying powder.

Yes, as someone w extremely oily skin i cant even wear eyeshadow without it or its a smeary mess within an hour. It keeps everything in place including liner. Use milani eye primer its better than everything high end ive tried and put it all over your lids then line
I also use Urban Decay primer potion (and you can catch it half off periodically at Ulta). I mainly wear it to keep my eyeshadow in place and vibrant but I def think it helps.
Elf Putty Eye Primer is the cheapest and driest eye primer I’ve tried, and I’ve tried many. I like it especially in the summer, being careful when applying to get it right to the edge, for the liner. They have a white shade that is really really white and matte that I like for bright shadows and it also works to lighten the inner corner of the eye without being terribly shiny.
