Complete beginner here. I am looking for a nude palette for a pale / fair complexion for everyday use. • prefer more matte to highlights • smaller palettes / capsules opposed to 20 shades • a little between 10 and 25 € (I have no idea how much a good eyeshadow is still in school) • I live in Finland
There are so many good neutral eyeshadow palettes in pretty much every prics range. Beauty Bay’s own brand palettes are pretty good. Start at around £6.50 to £30ish. Small to huge palettes. Most are a mixture of matte/shimmers but they do have some matte only palettes.
Also, you might want to check out other neutral palettes on Beauty bay. They have a section for just neutral palettes (not just their own brand). Have a look and see what you like. Majority will have reviews so it should be easier to decide.
I’m not sure if everything on my list is available in Finland (Canadian here) so apologies, but I do know a lot of these items ship internationally.
Colour pop has really nice quality palettes for decent prices, rn this is my favourite brand and I prefer it over some of the high end products I use. I would check them out, they do include shimmers but most palettes have enough matte shades that it’s worth it to buy and just ignore the shimmery shades. (Though I am a HUGE fan of their shimmers, perfect to use for highlighting!)
I know elf has some good palettes that are all matte. I liked using the mad for matte summer breeze palette because I could use some of the browns and the black for my eyeliner and brows in a pinch. It was a good palette for me to start out with but elf isn’t perfect. I don’t think they really target younger audiences and if you look at their palettes you maybe find a lot have a darker and even more mauve/purple look that may give a dark cast to your eyes. Older audience like this for smoky looks but you might not so its something to pay attention to.
NYX and physicians formula are solid brands worth looking into. NYX shadows are good and usually easy to find but the price is high for what you get. bold colours sometimes get fall out. I love physicians formula for their bronzer and blushes but I haven’t tried one of their eyeshadows yet. I wanted to mention these brands even though I don’t use them often because everyones different and I’ve heard good things from friends who use these.
Too Faced is priced higher and everything may not fit in your price range but they have nice quality palettes that look gorgeous on pale/light skin tones. What comes to mind is the neutral matte neutral eyeshadow palette. All matte colours and its perfect for everyday use. I believe it’s out of your price range but if you are able to its a really solid investment for soft everyday looks!

BH Cosmetics ships from Germany, so it might be easier to order from them. However, they have a mix of palettes with REALLY good quality (Ex. the brunch series, the travel series, the candy shoppe series) and some that just suck (Ex. older ones, the Take me to Brazil palette).
I have similar features and undertones to you. I would recommend the [“Love in London”](https://www.bhcosmetics.com/products/love-in-london) palette, which is cool-toned and more on the smaller side, or the “[Naughty” palette](https://www.bhcosmetics.com/products/naughty-30-color-shadow-palette) (which might be bigger than what you are looking for, but would have everything you need and more, perfect for experimenting and for beginners). I believe that both of these are on sale at the moment.

I can’t think of a neutral palette I use that’s available in Finland, but someone mentioned Nyx and I know that you can find Nyx eyeshadows at Sokos.

Are your undertones cool or warm toned?
Perhaps one of the Too Faced Doll Sized palettes? They can be found on Cultbeauty (which I pretty sure ships to mainland Europe) and I like the brand’s formula. I’ve also heard good things about Zoeva’s palettes. For something a bit cheaper, try BH Cosmetics on BeautyBay.
I Heart Revolution Chocolate Smores palette. My favourite everyday palette.
Very wearable nude shadows, small size palette, very cheap (its £8.99 in the UK, I’m not sure the price in Finland), all the shades perform really well and has more mattes than shimmers
Nyx is pretty safe, I really started with colourpop and random palettes from target that weren’t necessarily name brand, but not bad!
Wet and wild #249 “Vanity”
Is a really great and inexpensive neutral pallet for our skin tone. It has both matte and shimmer. It has great buildable pigment. I get it for under $10 at cvs.com

For a nude palette, I’d spend a little more. It’s versatility is going to carry you for a year with daily use. Of all the ones I have, the Makeup by Mario one has been the best hands down. Creamy, rich color payoff. Not much kickback, which means less product waste.
I love the urban decay naked2 basics pallets for mattes, as well as the Tarte tartelette in bloom pallet if you want something bigger. The tartelette tease pallet has some matte and some gentle shimmers, and is my number one go to generally.
If you can catch a sale at Sephora you do alright price wise with these, since they’re really popular and have been around a while. I got my bloom set half off!
Colourpop eyeshadow palettes are great quality. ELF also has some good ones recently. Makeup Revolution it depends on which palette.
I also like Etude House and BH cosmetics. Juvia’s Palace has some great quality palettes but I don’t know the shipping abilities of any of these brands :c
